工業社會中儘管人們努力減少廢棄物，宣導零排放和零廢棄的概念，但是大眾還是接受廢棄物產生的這個事實，而所謂的資源回收(Recycling)充其量算是「降級回收」(down cycling)，物質在回收時就失去了原有的品質，於是退而求其次地做成其他物品，在一次次的回收中逐漸降級，最後進了焚化爐…
